1. PROCUREMENT AND LOGISTIC MANAGER – KIBONDO
Job purpose and summary: Plan International Tanzania commenced emergency operations in May 2015 in response to the significant influx of Burundian refugees into western Tanzania. Plan’s response aims to support vulnerable children including those who are separated and unaccompanied through child protection programs. This response has grown significantly to a team of +40 staff and a budget exceeding $3m. This position manages the procurement and logistic functions of the response including procurement of NFIs, manages CFS & Youth Centre’s construction, fleet management, supply chain management and security assets.

Dimension of the roles:
The role has 8 direct reports including drivers, cleaners, security and logistic officer. It is responsible for the procurement and contract management worth +$1m, security of +40 staff and a fleet of live vehicles. The role is a SMT level for the ER program.

PRINCIPAL ACCOUNTABILITIES
• Plan, monitor and control regional repair and maintenance activities within area of transmission line boundaries in order to ensure the most effective utilization of resources and the achievement of objectives and targets and that the works are done in line with the best standards and practices in the industry,
• Establish a functional approach to attend emergency troubleshooting works to ensure power restoration in the shortest possible time in event of severe system faults,
• To carry out regular inventory, control and monitoring of tools and equipment including vehicles to ensure their rational utility and availability and that spares parts for transmission lines, maintenance are always available
• Provide technical advice on losses reduction to ensure grid network sustainability.
• To test and maintain protective relaying and control devices in the grid, distribution and isolated networks, according to preventive maintenance schedule to ensure that all device are healthy and functioning reliably
• To liaise with other company departments involved in planning and designing to ensure that the protection philosophy is maintained,

AIDS Control Programme (AACP) was established on 24th of January, 2006 as a CBO working to cover Shinyanga Region and later registered as an NGO on 24th June, 2009 by the Ministry of Community Development, Gender and Children and was issued with the Reg. 00NGO/00003233 under the NGOs Act of 2002, 12 (2) Tanzania Laws. AACP is a Non-partisan, Non-Religious and Non-profit Organization geared at promoting human rights and Community Development. AACP was established with the aim of preventing and controlling HIV/AIDS and its effects in the community.In 2009, AACP came to realize that violation of Human Rights in the Community was a Problem. Since then, AGAPE started working on four core programs which are; HIV/AIDS control and prevention, child and youth protection, legal aid services provision, and Prevention of Gender Based Violence (GBV), child marriages and early pregnancies. In 2014, AACP add another component to its core works of Skilful parenting to ensure teenage mothers are trained on the best ways to raise their babies and reduce child abuse cases in the communities.Organizational Mission: To empower the Community to challenge Human Rights violation by strengthening their capacity to improve their resources of Income and reduce poverty, HIV/AIDS transmission, GBV prevalence, Child abuse and advance its mitigation measures “and theOrganizational Vision: To see the Community is free from Human Rights Violation and discrimination where Orphans and Vulnerable Children, Domestic Workers, Women, Youth, PLWHAs and the Community at large live harmonious happy life and Dignity”.Project Description:In April 2016, Agape AIDS Control Programme secured funding for three years (2016-2018) from terre des homes Netherlands to implement a “Stop Child Marriages Project in Kishapu and Shinyanga Rural District”. Main strategies are SRHR clubs for adolescents, massive awareness raising in the villages, a pilot on ’Goats for Education’, and training of government local leaders at ward and village level, who are responsible for the implementation of the Law of the Child Act 2009. JOB DESCRIPTION: PROJECT COORDINATOR

Organizational Profile: Agape AIDS Control Programme (AACP) was established on 24th of January, 2006 as a CBO working to cover Shinyanga Region and later registered as an NGO on 24th June, 2009 by the Ministry of Community Development, Gender and Children and was issued with the Reg. 00NGO/00003233 under the NGOs Act of 2002, 12 (2) Tanzania Laws. AACP is a Non-partisan, Non-Religious and Non-profit Organization geared at promoting human rights and Community Development. AACP was established with the aim of preventing and controlling HIV/AIDS and its effects in the community.

In 2009, AACP came to realize that violation of Human Rights in the Community was a Problem. Since then, AGAPE started working on four core programs which are; HIV/AIDS control and prevention, child and youth protection, legal aid services provision, and Prevention of Gender Based Violence (GBV), child marriages and early pregnancies. In 2014, AACP add another component to its core works of Skilful parenting to ensure teenage mothers are trained on the best ways to raise their babies and reduce child abuse cases in the communities.

Project Description:In April 2016, Agape AIDS Control Programme secured funding for three years (2016-2018) from terre des homes Netherlands to implement a “Stop Child Marriages Project in Kishapu and Shinyanga Rural District”. This project aims to reduce child marriages in 20 villages in Shinyanga Rural and Kishapu Districts with 50% in the period 2016- 2018. Main strategies are SRHR clubs for adolescents, massive awareness raising in the villages, a pilot on ’Goats for Education’, and training of government local leaders at ward and village level, who are responsible for the implementation of the Law of the Child Act 2009. Join the national level advocacy for changing the minimum age of marriage in Tanzania (currently 15 years for girls and 18 years for boys), as this is unconstitutional according to the clause on nondiscrimination.

Overall Objective of the Project:To reduce child marriage in 20 villages in Shinyanga Rural and Kishapu Districts with 50% in the period 2016- 2018.

Specific Objectives of the Project are;-

1: Children: To empower 400 child brides and other children to renounce and report child marriages and to rightfully access legal, educational, SRHR, life skills education and counseling services (in 20 villages).

2: Families and Community: To nurture engagement and commitment among community elders, traditional healers, parents and youth to stop child marriages in 20 villages in 2016-2018

3: Government: To strengthen child protection systems from village level to district level to ensure implementation of relevant child protection legislation, to reduce incidences of child marriages and to promote Adolescent SRHR (Child Act 2009, Education Act 1978/2004, Health policy).

4: Law Enforcers: Law enforcers and judiciary (20) have the capacity to handle child abuse cases and provide timely judgment

5: Civil Society Organization (CSO): To jointly advocate at national level for change of the Marriage Act No 5 of 1971 on the minimum age for marriage, and upholding of the Education Act and SOSPA to promote access to education for girls who have given birth.

Purpose of the Post: To support the Programme Director with programme implementation, coordination, representation, works with partners, monitoring, learning and evaluation as well as administrative, financial and information management for programmes.

Main Responsibilities of Programme Coordinator:

Programme Implementation and Support

Work alongside the Programme Director to support Programme Officers and ensure quality implementation, including fieldwork, M&E, work plans and trainings.

Support the development of M&E tools and ensure programme officers are collecting accurate and timely data.

Attendance and participation at Technical Core Team meetings and support for the Programme Director at Technical Working Group meetings

Representation and attendance at meetings with Government, local partners, donors and other key stakeholders

Support the preparation of project reports, both financial and narrative in accordance with donor requirements.

Information Support

Ensure effective information flows, data analysis and documentation, including attendance, analysis and reporting on trainings and supporting monthly reporting from partners.

Support effective information and knowledge management for the AACP team, partners and working groups, and ensuring information is stored and archived accurately.

Provide timely responses to external and internal requests for information about AACP and answer correspondence.

Ensure accurate, timely and effective communication between all partners/donors with an emphasis on establishing systems for the smooth coordination of all working within the programme.

Financial Support

Assist the Programme Accountant with preparation of budgets, budget revisions and other financial processes.

Approve financial documents (payment vouchers, retirements, action plans ect)

Support the finance office to monitor the project budget and donor’s budgets.

Support finance office to develop financial reports (monthly/quarterly/yearly).

Administrative Support

Maintain paper and electronic files for HR, Administration, and Finance, to enable efficient and rapid retrieval of information.

Assist with organization of meetings, conferences, events and travel.

Provide administrative support for Steering Committee meetings, including agenda preparation, minute taking and circulation.

Provide administrative support for the AACP Programme Officers, Monitoring and Evaluation of the project as necessary.

Secondary Responsibilities

Train AACP Programme Officers in planning, implementation and routine monitoring of project activities

Develop work plans with other staff responsible for the project

Provide monthly progress report to donors and government agencies

Develop M&E systems for programme officers to collect the relevant information related to Project implementation

Support Programme Officers to work with government institutions

Perform any other task that may be assigned to him/her by the management of Agape AIDS Control Programme

Develop / support the development of proposals for fundraising.

Proactively source funding opportunities for AACP work

Qualifications:

Bachelor degree in one of the following field: Program Planning Management, Sociology, Development Economics, Rural Development, or Community Development, from recognized and reputable university. A Masters degree in Project Planning Management, or Monitoring and Evaluation will be an added advantage

Minimum 3-5 years’ relevant and continuous experience working in a similar context in program management coordination and/or monitoring & evaluation. Preference given to experience in the child protection programmes

Experience of representation at all levels, including government and donor liaison.

Experience of financial planning, including developing budgets and budget monitoring

Significant experience of operating and setting up administrative systems, organization and logistics for meetings and events

Significant experience of managing a range of support demands from various stakeholders.

Ability to efficiently organize and priorities multiple tasks, manages reactive and proactive work, and delivers tasks to tight deadlines with keen attention to detail.

Ability to write and verbally communicate clearly and concisely

A high level of computer literacy (particularly Word, Excel, Outlook, SPSS, Strata etc)

Ability to support basic coaching of colleagues to be more self-sufficient.
