Context:

Under the overall supervision of the Chief of Mission (CoM) in Tanzania and under the direct supervision of the Chief Medical Officer in Tanzania, the successful candidate will be responsible for the direct implementation of the United States Refugee Admissions Programme (USRAP) migration health assessments and other activities related to migration health assessments in specific areas of Tanzania.

Core Functions / Responsibilities:

  1. Organize and implement United States Refugee Admissions Program (USRAP)-related health activities performed at the IOM Migration Health Assessment Centre (MHAC) in Makere/Kasulu and other resettlement programs, as well as assist the Chief Medical Officer in the clearance of files including the collation and consolidation of data, information and plans around the implementation of USRAP-related health assessment activities in the region. Participate in mobile missions and organize pre-departures for USRAP. 2. Conduct migration health assessments (MHAs), also called immigration medical examinations, for beneficiaries according to technical requirements of the governments of the donor countries. Supervise aspects of the programme including but not limited to fraud Page 1 / 4prevention, applicant registration, quality radiological services, tuberculosis (TB) investigation and referral for treatment and submission of completed files.
  2. Implement and maintain quality control/quality assurance procedures which include but are not limited to reviewing chest x-ray films and reports, TB laboratory reports, TB treatment records and liaising with service provider (radiology unit, TB laboratory) on a regular basis. 4. Train IOM migration health staff in Kasulu on approved technical instructions on migration health assessments and pre-departure medical screening and treatment for countries other than the USA, such as Canada, Australia, UK and New Zealand.
  3. Conduct MHAs, pre-departure medical screening and treatment for refugees departing Kasulu or from Kigoma. Assist the Regional Coordinator (where needed) and the Chief Medical Officer in Kigoma with guidance to external service providers conducting pre-departure medical screening (PDMS).
  4. Supervise clinical and non-clinical IOM Migration Health Assessments staff in Kasulu to facilitate the provision of quality migration health services.
  5. Conduct performance appraisal of both clinical and non-clinical IOM migration health assessments staff in Kasulu using the IOM Staff Evaluation System (SES) and identify training needs of the staff.
  6. Contribute to the country and regional migration health-related programme analysis by providing inputs on activities, achievements, new projects, problems encountered and pertinent developments in the MHAs sector.
  7. Assist with monitoring the expenses of relevant MHAs and propose corrective measures in coordination with the mission’s Resource Management Officer, and the MHD Program Support Office / the Office of the Regional Migration Health Assessment Coordinator.
  8. Identify opportunities for expanding migration health activities and programmes, including but not limited to informing embassies and consulates of IOM’s migration health work, responding to announcements for call of proposals by drafting segments of project concept notes and/or proposals and liaising with United Nations (UN) agencies and Ministry of Health to discuss identified project development opportunities.
  9. Collaborate closely with the service providers and medical partners including hospitals and with government representatives.
  10. Maintain confidentiality and security of migration health data, contribute to fraud prevention. 13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • University degree in Medicine from an accredited academic institution with seven years of professional experience; or
  • University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or a related fields from an accredited academic institution with five years of relevant professional experience.

Experience

Page 2 / 4• Working experience in the domain of medicine, four years of which is continuous clinical experience (either in clinical set-ups or immigration/resettlement medical examinations or health assessments);

  • Experience with team management/ supervision is required, preferably within the context of immigration/resettlement medical examinations;
  • Experience in managing health assessment programmes of a significant size, management of resources and personnel within migration health or public health projects;
  • Experience in TB or other communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;
  • Health sector working experience in Africa, especially in remote settings is an advantage; • Experience in managing and implementing medical evacuations and escorts is an advantage; • Experience in liaising with resettlement partners, international organizations, and health services providers is an advantage.
  • Languages

    IOM’s official languages are English, French and Spanish.

    For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
